As of December 1, 2015, Riverview Center, Jo Daviess and Carroll County’s Domestic Violence and Sexual Assault Services provider, must reduce services and staff due to the state of Illinois’ budget crisis. Without a state budget, Illinois has not been paying grant commitments for human services, resulting in severely underfunding the domestic violence and sexual assault services in Illinois. We provide free and confidential services to adults and children who have been violated in the most tragic and horrendous ways. Laying off 85% of our domestic violence staff and 33% of our sexual assault program staff deeply affects the families we will now be unable to protect and assist. Victims of domestic violence will have no choice but to remain in a violent home which will force their children to live in that environment. Children who have been sexually abused will be without specialized services to help them overcome the trauma from rape. The loss of these services also increases the burden on local law enforcement, prosecutors, schools, courthouse personnel, attorneys, social services, and others who work with families on a regular basis. Our communities are already underserved, and this is another example of limited services to our rural area. Loss of Domestic Violence Services: Without this funding, we must eliminate 24-hour services to victims of domestic violence, including regular assistance with orders of protection, advocacy with law enforcement and prosecutors, and individual counseling. Of the four full time staff (1 advocate per county and 1 counselor per county), we are only able to retain one advocate, two days per week, to serve both of these counties. Loss of Carroll County Sexual Assault Therapy Services: Without this funding, we must eliminate our sexual assault therapy services in Carroll County. We are able to retain one full-time advocate who serves both counties, as well as therapy services in Jo Daviess County. We need your support! Thousands are at risk.
