There is a labor shortage in New York’s Southern Tier and we're home to one of the worst economies in the State. Local Unions across the region need more membership. There are also many local individuals that have little or no knowledge about career opportunities within the Building and Construction Trade Unions. The recruitment process fails because traditional methods of recruiting have become stale and produce few viable candidates. In the Southern Tier, there is a lack of direct communication and relationship between the Unions as a whole, and the minority, women and veteran members of the community that are in search of career opportunities.
Without knowledge of the opportunities that exist within the labor workforce, many members of the community are forced to accept low paying jobs or multiple part-time jobs to earn a living. Even then, some still rely on public assistance to help fill their financial gaps. To put it simply, many members of this community are unaware of the career opportunities available to them within the labor workforce, so they settle for low-wage employment that is most readily available. Ultimately, this drives up the cost of unfunded mandates in counties throughout New York State with an increased dependence on social services.
For building trade contractors, many are forced to forego bidding on regional projects due to lack of manpower, which goes back to the current recruitment practices. The time has come to look in unfamiliar places to fill this need, which will boost the local economy, help to reduce poverty, diversify the local workforce and lower the cost of unfunded mandates.
For minorities, women and veterans entering the labor workforce, many are unprepared and uncomfortable starting the job on day one. While some Unions have pre-apprenticeship programs that teach the skills needed for their specific trade to unskilled applicants, seldom do they foster career longevity. Trade Up Southern Tier (TRUST) will prepare cohort participants, through our series of 12 week training programs, for their new career path by providing essential job skills and mentorship in overcoming barriers and refined work-ethic, which will improve their career longevity.
As the regional workforce is aging, it is essential to recruit and train the next generation to avoid a severe lack of manpower, which will continue to devastate the region and its economic development.
TRUST will help solve many issues that the Southern Tier of New York currently faces. We will serve our program participants by recruiting through unconventional methods, offering paid skill training and providing direct and immediate job placement upon completion of the program. This will enhance their opportunity for a successful career that offers health insurance, pensions and retirement options which may not have otherwise been available to them without this program.
TRUST will serve employers by providing them with a continuous pipeline of competent employees that are prepared for the labor workforce. This will also help eliminate the lack of man power and increase bidding opportunities for regional jobs.
TRUST will serve the Unions through this program by recruiting and training which will lead to an increase of Union membership.
Finally, TRUST will serve our local economy. Training and enabling people to work, especially those in low-income households, is in the best interest for all. Helping to keep local business local, keeps the money in our region. When we have to contract with out-of-state contractors, the money goes home with them and that money is spent in their communities, not ours.
Due to lack of manpower, there is an increase in out-of-area labor being utilized instead of people in our own communities working on local projects. Temporary agencies, such as Labor Ready and Addeco, are often called on to fill jobs. These agencies often provide a temporary solution to a long-term problem. In some cases, local contractors are not bidding on local projects as a result of the lack of manpower. A serious problem TRUST will help solve.

We are dedicated to helping Unions meet their falling manpower needs and increase their memberships. We are helping employers by providing physically and mentally prepared, pre-screened employees and we are dedicated to helping the communities we serve, decrease poverty and grow the local economy.
