I am JAINAL SAID, 42 years old, born and raised in Pangkalan Babat Village. Dangku Empat Petulai based in Dangku Village is an amalgamation of Dangku Clan with Marga Kuripan (Dangku Village, Gunung Raja Village, Pangkalan Babat Village, Siku Village, Baturaja Village, Kuripan Village, Kahuripan Baru Village, Banuayu Village). Located in Muaraenim Regency, South Sumatra - Indonesia about 400 KM from Palembang City, there is the Lematang River (flowing from the direction of Bengkulu and empties into the Musi River) so that this area is a Watershed (DAS).
The population of Muara Enim Regency in 2015 according to population projections amounted to around 600,398 people. In 2014 the population of this region was inhabited by around 590 thousand people, during the period of 2014-2015 there was a growth of 1.59 percent per year.
The total workforce in 2015 was 302,936 people. Of these, 93.31 percent were those who worked and 6.69 percent were those who belonged to the open unemployment group.
Most of the population who work are active in the agriculture, plantation, hunting and fisheries sectors (65.56 percent). Meanwhile, the population working in the trade, restaurant and accommodation services sector is around 11.34 percent; the social, social and individual services sector around 9.14 percent; industrial sector around 1.79 percent; and 12.19 percent work in addition to the above mentioned sector.
In general, the number of poor people in South Sumatra reached 1,076.40 thousand people (12.82%), a decrease of 10.36 thousand people compared to the conditions in September 2017 which amounted to 1,086.76 thousand people (13.10%) or down 0 , 28 percent. The percentage of poor people in urban areas in September 2017 was 12.36 percent, up to 12.43 percent in September 2018. While the percentage of poor people in rural areas fell from 13.54 percent in September 2017 to 13.05 percent in September 2018.
The initiator saw and felt that many residents in the Dangku Empat Petulai area in South Sumatra had received less attention from the government as poor people as part of the above 13.05 percent or nearly 1,000 residents did not have permanent dwellings / houses equipped with proper bathrooms and toilets (so far defecate and small in the river and empty land). Besides that they do not have a fixed source of income because they live in the watershed area which is very tidal dependent on the Lematang river, they generally do not have their own fields only during the dry season they can be laborers in vegetable gardens and when seasonal flooding is almost no income while fishing traditionally insufficient and also the future education of their children who are not guaranteed to finish up to Higher Education.
THE INITIATOR SOLUTION IS AS FOLLOWS:
1. Short-term programs with social assistance, medical expenses, directly providing seasonal flood victims to residents living in the LEMATANG watershed in the Dangku Four Petition area in the form of: basic needs and cash.
After the end of seasonal flooding, the dry season arrived so that residents could be physically and economically capable but after saving to start planting crops to grow vegetables and rice in the fields needed initial capital such as grass poisons and pests, fertilizers, seeds, and living costs before harvesting so the initiation through YAYASAN CITRA HARUM PERMATA will channel LOANS WITHOUT FLOWERS and WITHOUT COLLECTION, must be returned after harvest and is valid for the following year for residents in need.
2. Long-term programs by relocating poor people living in the Lematang River Basin area to areas not affected by seasonal flooding, providing ownership rights of a minimum area of
2000 m2, building permanent houses on the land above in the form of type 36 houses, there are 2 bedrooms, a living room , terraces, kitchens, bathrooms and toilets, build cages on the land above and provide seeds for cattle ranching, goats, chickens, ducks so that livestock manure returns to nature to produce fertile lava to grow crops and produce livestock food. This guarantees certainty of short and long term income throughout the year without being affected by seasonal flooding.
3. Ensure education and pocket money for high achieving children to study at Higher Education in accordance with their interests and talents.
