The Maine WasteWater Control Association (MWWCA) is a non-profit association with a mission to "promote environmental management practices to protect and improve the waters and related environments of the State of Maine".

MWWCA has been working with the Association of the Nonwoven Fabrics Industry (INDA), which represents the manufacturers of nonwoven consumer products such as wipes, to develop and implement a pilot education campaign.

Maine's legislature required that this cooperative effort be completed as an alternative to moving forward with legislation that would have imposed mandatory labeling requirements on products like baby wipes and personal wipes. These products have been well-documented to interfere with plumbing and wastewater collection systems in Maine and many other states, affecting residents directly and indirectly.

The goal of the MWWCA/INDA pilot campaign is to reduce the number and volume of baby wipes that enter the Portland Water District Cottage Place pump station in Westbrook (the site of previous forensic studies) by educating consumers about the damage these products can cause. The campaign will focus on the pump station's service area,including portions of Westbrook, Windham, and Gorham, Maine. A professional marketing firm will be used to develop the message and execute the campaign through a variety of media outlets.

As a non-profit, MWWCA is seeking donations to help fund its share (to be determined) of the planned pilot campaign. Proposals received range from $50,000 to $117,000.
