Civil War Veteran Cemetery Headstones

The City of Lebanon, NH has 7 cemeteries in which are buried 96 Civil War Veterans (95 Union + 1 Confederate). Of those Veterans, 58 do not have a grave marker that indicates that they were a Veteran of the Civil War (CV). Attempts have been made to work with the US Department of Veterans Affairs (VA) to provide appropriate Civil War Headstones for those Veterans. VA regulations though prohibit the provision of headstones or markers/emblems for Veterans who are: 1. In a "marked grave" (name + date of birth/death) with a private headstone but no designation as a CV Veteran; 2. No provision of a headstone or Veteran marker for Veterans who died on or before 11/1/90 if they were in a "marked grave" even though Veterans who died after 11/1/90 are entitled to a Veteran headstone or marker - discrimination; and 3. No provision of a Veteran headstone unless the VA's headstone/marker application is completed by a relative/decedent of a Veteran or has written authorization from the Veteran or decedent to file an application with the VA for the headstone (150 years after the death of the CV Veteran). Exhaustive research has been done by a local CV committee to document the eligibility of each of the CV Veterans as to their being a CV Veteran. A local funeral home Director has worked with the local CV committee to provide flat granite headstones with Veterans' names, date of birth, date of death, rank as appropriate and CV unit. The headstones are supplied at funeral home's cost of between $275 and $300 depending on the amount of lettering on the stone. To date, 38 flat headstones have been purchased/adopted by local individuals who have adopted the CV Veterans through the funeral home Director. The headstones have been installed in the Lebanon cemeteries. An example of one of the headstones is included as a picture. 58 CV Veterans remain to be adopted. Donations are appreciated for individual headstones or for a large donation to go toward the purchase of the remaining 58 headstones.
